Las y los  abajo firmantes, organizaciones, líderes de comunidades, activistas y académicos de la región México-Estados Unidos y parte de la Cumbre Por la Paz, expresamos nuestra plena solidaridad con las madres de las más de 110,000 personas desaparecidas en México que el día de hoy se movilizan en distintos estados del país para expresar el dolor y la rabia que provoca la ausencia de sus hijos e hijas, así como para exigir su pronto retorno, reparación integral del daño y justicia.

Su dolor es nuestro dolor. Su rabia es nuestra rabia. La tragedia que viven no es producto de hechos aislados, es consecuencia de la explotación y el despojo sistemáticos en nuestra región, así como de una larga cadena de responsabilidades que se extiende desde muchas ciudades y municipios de México hasta la Casa Blanca en los EE.UU.

Y para esta cadena de responsabilidades sin fronteras este es otro año más de impunidad. Mientras más de 200,000 armas de Estados Unidos llegan a México cada año, la cooperación en las investigaciones, detenciones, juicios y sentencias por desaparición forzada es mínima. 

Las bases de datos sobre personas desaparecidas están incompletas, el intercambio de información entre municipios, estados, y países está fragmentado y el número de casos sin resolver es abrumador.

La ausencia de una regulación integral de drogas, el tráfico y la trata de personas, el flujo legal e ilegal de armas así como la demanda de mano de obra en los Estados Unidos siguen siendo el gran vehículo de la violencia imparable que desestructura a las familias en México y Latinoamérica. La impunidad, la corrupción, el clasismo, el racismo y la falta de controles sobre las armas son algunas de las  grandes causas de que esa violencia apunte a personas y comunidades inocentes y las deje en la indefensión, sin ninguna esperanza de justicia y con alto riesgo de ser sujetas de nuevas violencias. 

El trabajo de las madres buscadoras debe contar con toda la protección y seguridad del Estado. Es indignante e inaceptable que enfrenten hostigamientos y sean asesinadas por realizar las búsquedas de sus seres queridos, de la verdad y  la justicia. Nos solidarizamos con los colectivos y familias de víctimas y en especial a las  madres que han perdido la vida en el caminar en busca de sus familiares y de todas nuestras personas desaparecidas. Su labor invaluable en sembrar paz con justicia en toda la región jamás debe estar en riesgo. 

La desaparición forzada es una violación grave a derechos humanos que se perpetua en el tiempo, y que consigo perpetua el dolor como tortura constante. Son las madres de las personas desaparecidas en México, madres mexicanas, centroamericanas y de toda la región latinoamericana, quienes van al frente de la lucha por la verdad, la memoría y la justicia. Quienes día con día arriesgan sus vidas en la búsqueda, frente a un sistema que, a través de la violencia busca silenciarlas. Por ello, su grito es más fuerte que ningún otro y su exigencia debe ser escuchada de manera inmediata. 

La agenda económica, política e institucional se debe enfocar en escuchar y hacer de forma inmediata lo necesario para atender la exigencia de las madres de nuestras personas desaparecidas y poner fin a  la tragedia que pesa en la región. 

Y abrazamos con fuerza el grito de justicia de las madres de personas migrantes desaparecidas en nuestro país, de quienes, a la fecha, no se cuentan con registros confiables ni oficiales. 

De cara a las elecciones presidenciales en México y Estados Unidos, las madres, los hijos e hijas y organizaciones de la región debemos fortalecernos para hablar con una sola voz y actuar más allá de las fronteras para exigir el fin de esta ola de desapariciones y muerte. 

Nos sumamos a ustedes para exigir:

  • El cese a la violencia en contra de las madres buscadoras y la atención integral a sus demandas y necesidades.
  • Que el gobierno mexicano cuente con un registro completo y desagregado, en el cual se integre información completa, con perspectiva interseccional, sobre las personas desaparecidas en México, y que contemple a las personas en situación de movilidad que desaparecen en su territorio. 
  • La atención inmediata a la crisis forense en México, que limita la posibilidad de búsqueda de verdad y justicia. 
  • La atribución de responsabilidades a particulares y servidores públicos involucrados u omisos en la crisis de desapariciones en México, así como la reparación integral del daño a las víctimas, garantías de no repetición y procesos efectivos de verdad y memoria. 
  • México y Estados Unidos deben poner fin al tráfico y exportación de armas a unidades policiacas y militares vinculadas a violaciones a derechos humanos.

We the undersigned, Peace Summit organizations, community leaders, activists, and academics from the United States, Mexico, and across the Americas, express our solidarity with the mothers of the more than 110,000 disappeared persons in Mexico who are mobilizing across the country today to express the pain and anger caused by the absence of their children, demand their prompt return and full reparations for damages, and justice.

Another year has passed, and the people responsible for this ongoing tragedy have still not faced accountability.  

Your pain is our pain. Your anger is our anger. The tragedy these mothers face is not just the result of isolated events, but is the consequence of systematic exploitation and dispossession in our region, as well as a long chain of responsibility that extends across Mexico all  the way to the White House. 

While more than 200,000 weapons from the United States arrive in Mexico each year, cooperation in forced disappearance investigations, arrests, trials, and sentencing is minimal. Databases on missing persons are incomplete, the exchange of information between municipalities, states, and countries is fragmented, and the number of unresolved cases is overwhelming.

Innocent people and communities are suffering. Corruption, racism, classism and impunity fuel the current wave of violence, and give little hope for justice, all while subjecting the most vulnerable among us to further violence. The absence of comprehensive regulation of drugs and drug trafficking, human trafficking, the legal and illegal flow of weapons, as well as the demand for labor in the United States continue to be the forces driving the unprecedented and tragic violence  destroying  families across the United States, Mexico and Latin America. 

It is outrageous and unacceptable that mothers searching for their disappeared children face harassment and even murder while searching for their loved ones, and for truth and for justice. The tireless and haunting work of mothers searching for their disappeared children must have the full protection and support of the Mexican Government.

We stand in solidarity with the families of these victims and with the mothers who have lost their lives while walking in search of their relatives and all our missing persons. Their invaluable work of  sowing peace with justice throughout the region must never be jeopardized.

Forced disappearance is a serious violation of human rights. The constant pain endured by the families is a form of torture.  The courageous mothers of the disappeared persons in Mexico, Mexican and Central American mothers and from the entire Latin American region,  are at the forefront of the fight for truth, memory and justice. Mothers who day after day risk their lives in search, in the face of a system that seeks to silence them through violence.. For this reason, their cry is louder than any other and their demand must be heard immediately.

The economic, political, and institutional agenda must focus on listening and immediately doing what is necessary to meet the demands of the mothers of the disappeared and put an end to the tragedy that weighs heavily on the region.

We strongly embrace the cry for justice of the mothers of migrants who have disappeared in the region and for whom, to date, there are no reliable or official records.

Facing the presidential elections in Mexico and the United States – mothers, families, and organizations in the region must come together to speak with one voice and act beyond borders to demand an end to this wave of disappearances and deaths. 

We join you in demanding:

  • The end of violence against mothers searching for their loved ones and comprehensive attention to their demands and needs.
  • That the Mexican government has a complete and disaggregated registry, in which complete information is integrated, with an intersectional perspective, on the disappeared persons in Mexico, and that includes persons in a situation of mobility who disappear in their territory.
  • Immediate attention to the forensic crisis in Mexico, which limits the possibility of seeking truth and justice.
  • Bring to justice  individuals and public servants involved or omitted in the crisis of disappearances in Mexico, as well as comprehensive reparation for the damage to the victims, guarantees of non-repetition and effective processes of truth and memory.
  • Mexico and the United States must put an end to arms trafficking and the export of arms to police and military units linked to human rights violations.
